With reference to the previous requests made

to Your Excellency to telegraph to the devernor of Hong-

kong to lend his assistance in connection with the

appointment by the Ministry of Communications of Lu Chih-yan as Superintendent of the Chinese Telegraph

Office in Hongkong, I had already discussed this matter

with Your Excellency in person, when you agreed to tele-

graph to the Hongkong Government accordingly, while

later on, on October 19th last, I addressed a similar

request to you by despatch.

I have now received a despatch from the Minis-

try of Communications, quoting a report from the newly appointed Superintendent of the Telegraph office, Lu

Chih-yun, to the effect that, since his appointment, he

has repeatedly proceeded to Hongkong to take over, but that the former Superintendent of the Hongkong Telegraph office, Chieng Hsiao-lä, on the grounds that he is with-

out instructions from the Governor of Hongkong, raises

difficulties, making excuses and procrastinating, and

obstinately refuses to hand over his office.
